Inquiry Based Beginning

  When creating Inquiry Based Assessment strategies, is it better to begin with the end in mind, or at the student? This is one of the fundamental problems to┬ábe examined. While we are all interested in replacing standardized testing with hands-on, quality, authentic forms of measuring student achievement, one must remind themselves about the end goal? Is it to increase student achievement or increase student learning? Certainly we can have both, but can we increase achievement without increasing learning?
